Japan online: 600 × 730, not 35 × 45
Since 24 March 2025 every prefecture accepts a passport application through Mynaportal. The file it wants is 600 × 730 pixels — and the ministry warns, in as many words, that this is not the proportion of the 35 × 45 mm photograph used on paper.

The numbers are 0.822 against 0.778. That is a small enough difference to look like a rounding error and a large enough one to be refused: resizing a print-shaped photograph to 600 × 730 stretches the face, and cropping it to fit takes something off the sides.
The rest of the specification is unchanged, which is what makes the trap work. The face is still 32 to 36 mm of the 45 mm frame, which is the same 71 to 80 per cent of the height, and the margin above the head is still 2 to 6 mm. Only the width grows. In other words the online frame is the paper frame with more air at the sides, not a scaled version of it.
The file itself must be JPG, and between 20 KB and 2 MB. The lower bound is unusual and worth noting: a photograph compressed hard enough to be light is refused for being light.
Because these are two genuinely different shapes, they are two documents here rather than one page with a footnote — the same way Canada's passport and visa routes are separate.
Applying through Mynaportal: 600 × 730 px, JPG, 20 KB to 2 MB. Applying on paper at a counter: 35 × 45 mm. Do not convert one into the other.
